Season two has some issues, but not to the extent late GoT had.

Westeros has something like 300 known castles, it's really hard to occupy. Andals, for better or for worse do have a warrior culture, while Free Cities rely on expensive mercenaries. Free Cities would probably win most sea battles, they do have better navies, Braavos especially. Also Dragons or lack of thereof is a huge game changer.
