the skirt is called a skant in production, Gene Roddenberry was adamant that the 24th century should represent total gender equality. Him and William Ware Theiss, the costume designer for tng and some of tos, logicized that if women in TOS could wear miniskirts as a professional uniform, then by the 24th century, the "unisex" nature of society should allow men the same option.
it was removed because he male extras reportedly found the uniforms drafty and uncomfortable. The skant was also impractical for action. Star Trek involves a lot of sitting, climbing, and lunging. In a skant, maintaining "broadcast-standard decency" while sitting in a captain's chair or crawling through a Jefferies tube was a nightmare for camera operators.
Despite that, the skant was only officially retired after Roddenberry became too sick to be involved in production and Robert Blackman took over as costume designer. Roddenberry insisted on further "unisex" clothing in open rebellion against some chuddy newspaper reviews he got at the time.

Auction has been online for almost three weeks and concludes in 4 days. Almost everything has only handful of bids. So genuine screen used Mike Spock uniform is cheaper than what Anovos or whatever that merch company that went bankrupt few years ago was selling. Idk about Starfleet's stance on uplifting animals, but in the Uplift series it's treated as just a thing you can do if you have the power to, with the uplifted species becoming your client for a period of time afterwards. In that galaxy pretty much all species are the result of an uplift somewhere along the way, with some races tracing their uplift lineage back through half a dozen races into the misty past.
