Even if they wanted to do episodic stuff, the budgets these shows have with all the insane VFX would make it untenable. But of course the writing is the much more fundamental issue and if Picard season 3 is to be considered the zenith of what modern Trek writing can reasonably be nowadays it's not looking good even with Kurtzman getting the boot.
