I read a very interesting theory that one of the many reasons that the Soviet Union collapsed was due to it not being totalitarian enough with its media. The argument in book related went that all the propaganda pieces like the marxist constructivist literature movement, the russian civil war puff pieces, and other red slopaganda was basically ignored by the general public outside of the classroom, who instead read stuff like Jules Verne, the russian classics, or bootleg copies of western fantasy like LoTR. They were never immersed in praxis enough to care about the soviet ideal.
The propaganda stuff became of interest to researchers after the fall to get a feel for the ideas that were getting pushed top-down onto the proles, but those proles never gave a shit when they could read stuff that didn't have to get passed through 6 committees to be published.
You see something similar with all the bullshit that gets made today, where the lion's share of views go towards 20+ year old TV series on streaming, and the flashy, expensive, millennial writing vehicles bomb over and over again.

Voyager started later than DS9 did, so if you want to watch the next series after TNG it's DS9. DS9 is also a lot more serialized than the other trek shows of the Berman era, so people who want more TNG usually go to VOY.
God, I remember when this general laughed at VOY all the time, then Kurtzmantrek got going and everyone realized how much worse it could be.

While DS9 is more serialized it is nowhere near as serialized as modern shows. Episodes still stand on their own even if they connect to a larger story.
Early DS9 has some real kino episodes especially early when they still were not sure what type of show they were and were leaning on the TNG style framework.
I know people bitch about episodes like If Wishes Were Horses but I loved it.

It's because they're not made for seasonal timeslots and advertiser rates anymore. Even the word 'season' is outdated because a batch can drop at any time with any number of episodes. Long episodic seasons seem impossible since everyone but NCIS boomers are completely used to short, narrative driven content now. Even if they wanted to do episodic stuff, the budgets these shows have with all the insane VFX would make it untenable. But of course the writing is the much more fundamental issue and if Picard season 3 is to be considered the zenith of what modern Trek writing can reasonably be nowadays it's not looking good even with Kurtzman getting the boot.
