Are there any specific decrees that are especially good for reducing rioting? I feel like I've missed some important ones as I can get the contagion down enough for Day 11 but no arrangement I make seems to be enough to reduce the rioting sufficiently. Also does entering Simon's study on the 2nd day cuck you out of continuing Georgiy's questline permanently even if you fix it retroactively? Just went all the way back to day 2 to do so and he still won't talk to me about optics. Also can't seem to find the thread to reverse Clara causing Lara to die but I might just be retarded.
