Shadowverse Evolve announced a pre-hit on two decks that ran the JP format at the same time they announced that we'd be getting the crossover set that gave us the deck that would eventually run the format. The set was still successful, more cards were viable and worth picking up since they weren't invalidated on release, and the format was better for it. Konami knows good and well how busted these decks would be both internally and with OCG results. But instead of taking those results and trying to make sure the same bad formats don't happen in the TCG they rarity bump all the successful stuff so competitive wannabes will spend more money on them.
