So normally you would need 350k damage in a single hit to freeze a pinnacle boss if you had 0 freeze duration increase, for a 0.3second freeze.Oath of Winter might still discard freezes of duration lower than the tick limit of the game, 0.033 seconds, which would correspond to hits of lower than 38.5k damage prior to freeze duration. Which would suck.But assuming that it doesn't and just keeps any 'hypothetical' freeze, then after 10 non-freeze hits you effectively have 200% increased freeze duration. Meaning you only need 0.1s freeze-hits in order to freeze, or a 117~k hit. After 45 non-freeze hits you effectively have 900% increased freeze duration and only need 1/10th the 0.3s freeze in order to freeze, or 0.5% of the ailment threshold, 35k cold damage.Considering these numbers it's not really impossible for your leaguestarter to *perma*-freeze pinnacle bosses, but it does require some consideration. Bow builds should really max out the number of hits they are doing (although they should definitely be doing that for the shock node anyway) and lightning strikers are really going to need some help dealing those kind of tens-of-thousands in pure cold damage hits.

You're 100% reliant on enduring cry for the charges, and even getting every source of charges on the tree won't get you enough. Even with the small cluster to give one every second after being hit is probably not enough when you have 7-8 charges. Then, since Juggernaut doesn't have to invest like 7-8 points on the tree going for Enduring Charge sustain, it can just throw those into defense or damage. A 7 link for free is really nice, and Tec slam can scale pretty well with warcries (Infernal cry is nuts for it) ultimately I think being able to slam with max enduring charges like 85-95% of the time on Jugg will beat out Chieftain, which has to wait ~5 seconds for their enduring cry and that is with CDR investment.tl;dr - I tried really hard to make Tec Slam chieftain work but ultimately decided Jugg is the way to go. Worse case scenario I can always respec into Chieftain if it turns out to be better or there is some endurance charge sustain tech I am unaware of.
