It helps to show that Eggman is on an entirely different level than everyone else, and it also makes the heroes look more impressive as a result due to them being able to push back against such a threat.It's also the main reason Forces seemed to fall flat. Eggman destroying all of the worlds defenses was supposed to make him seem powerful, but it was done so poorly it just made him look average and made everyone else look pitiful weak. The goal is to have things like GUN be able to make intelligent decisions and put up a good fight, only to still be beaten in an impressive way that makes their enemies look powerful and capable, rather than making them look weak. This of course goes for every character as well, especially "jobber" characters like Metal Sonic that tend to come off as a pathetic obstacle that everyone who isn't weak should be able to beat, rather than a genuine threat that should be an impressive enemy that only the best, the brightest, or a group of unlikely allies could possibly hope to beat.
