Riot would have less control over linear gameplay and balancing since the game is quite rng and decentralized in general with the point of an efficient, fun or a greater output regardless if the champ is boomer or being shilled. However, this is all theoretical so there's no real point in discussing this since non of this is real or has any basis in being real to speak of objectively.
