Hunters have a maximum budget of 300 (excellent flak is 335 at 100% condition just by itself and tribal pawns don't have anything that should make them spawn with it at lower condition) and while pawns can go over budget to get complete outfits I believe that the rest of their stuff being good means that's not what's happening here.

I have to apologize, I was completely off. I was reading the backstory as the pawn type (tribal hunters couldn't even spawn with flak cos tech levels).
This is a vanilla behavior. Councilmen just have really fucking high apparel budget (700-1200) and base quality of good (no change to max quality so still capped at excellent). They're the faction leader type for outlanders and just bizarrely well equiped (in clothes, they have a shit weapon budget) despite their very low combat power (40). Outlander raids are just like that, especially at lower raid points where the higher combat power pawns (the mercs that pirates and outlanders share) can't spawn yet. Actually, at 200 points I think 2/3rds of spawned pawns will be councilmen because it can't buy town guards (60) yet but I'm not going to do the maths lole.

Yep. Raid points are spent to buy a certain amount of combat power of pawns, every pawn of a certain kind is generated in the same way.
The things that impact combat power are the pawn being a teenager/child, and the xenotype of the pawn if and only if the xenotype has a hardcoded combat power multiplier in it's xml def (i.e. only vanilla xenotypes). Factions have a maximum combat power they can spend per-pawn based on the total raid points.

Technically, this depends on how they are set up. You can specify exact armor choices. Weapons are by tag instead. However, only really empire pawns and some of the specialty pawn types (e.g. grenadiers) do this. Everything else just grabs shit in their tech level that they can afford for the most part.

It allows you to mothball world pawns so they dont affect performance of the game. Main reason why the game is slowing down in late game colonies are the world pawns so it basically saves you from the ticking clock every non Fish colony runs on.

there are no mods that are necessary, it all comes down to what issues you have with the game that you think need fixing which everyone has a different opinion about. pick up and haul is probably one of the most universally popular mods for example but it still ends up as "cheating" since it only affects your human colonists and nothing else that can haul like animals or mechs which ends up a bit silly, like most mods it also introduces bugs into the game which is the biggest issue with using any mod even ones most people think are safe. mods that improve tps which reduces slowdowns like rocketman and performance fish are something to consider if you have such issues

I made a custom xenotype for kurins that removed most of the hair color and skin color genes that the mod maker added then used character editor to add a more normal looking skin color and hair color to each one that would join. I did the same thing for the kimiris too but I wish I was able to un-force the hulk body-type so that they won't look like giant supersoldiers 24/7 for males.

i've never had that in vanilla since rain comes pretty fast but you can move chunks and slags around to create fire breaks so no fire will ever be too bad, though personally i never really use it because not being able to cut trees isn't worth it and the prune speed isn't really either

Ilike to think i did okay for a first run.
The Flash storms really are something else and they managed to torch all three buildings at once which were obviously made of wood since its fast and cheap and two of my Settlers couldnt use any other material anyways.
My pyromaniac researcher didnt help much in fact he became so comfy he went to sleep only to wake up burning.

mining is easy to level as long as you do it. bionics, drugs, the anomaly work building can all boost manipulation or work speed

if you're already mid game with deep drilling you should also be able to easily afford to call caravans for steel and smelting slag chunks is also a thing

and if you're still a baby enable dev mode and spawn full stacks of steel, or grab the mines mod if you're too stupid and lazy to use dev mode

the long range mineral scanner should be enough for vanillaish demands, unless you're building everything out of steel

I find that scanning for the ore takes longer than drilling because I don't like drilling for things that are too far from the base, so the Better ground-penetrating scanner mod that allows automatic search works well enough for me though I tune the speed down way more because it's definitely cheating
For anything that's not heavy the vanilla long range mineral scanner gives you heaps of resources, you just need to travel and carry them around which may be made trivial with transport pods and farskip depending on the ore's weight

Most of the mods I have are Vanilla Expanded mods. I only have the basic ones like Furniture, Traits, Weapons, Armor+Apparel, stuff like that. Vehicle Expanded looks a bit TOO in-depth for what I'm seeking, though.

The only other mod is that one that adds in WW2 stuff based on engine industries. Otherwise, consider using cargo pods and the like, or ones that add shuttles.

the base vanilla vehicle expanded is pretty simple though, they just added a lot of vehicle parts that you have to make first instead of just making a helicopter for 700 steel

The outpost mod might help, it lets you assign pawns to make abstracted areas who will send back goods to your base every now and then.
