Yes you can go [2x S1 or S3] into S2 but then you'd likely lose the poise stack (against hordes of enemies, she's more reliable at building poise against single enemies but she needs the aoe/reuse damage to actually be worth using over wshu or momshu), so you'd need to use another S1 before using S2. You really need her to have 2 skill slots in order for her to build up a respectable poise stack, and even then she'd need 2 turns to stack ramping decently.
