I was about to say it would need the ability to lift pallets too or Any Means would be redundant, but then I realized the trade-off of Any Means being unlimited use but only being able to lift pallets, not restore them.

Hexes are too RNG based and map dependent. The idea behind Hexes works only for things that are a serious threat to survivors, like Devour Hope and NOED, but it also becomes too easy to abuse given you might just have one totem to defend once the survivors get perma-exposed. It simultaneously feels weak because survivors can cleanse them easily BUT strong because there is no reason to ever bring an anti-hex build given how rare they actually are.I think the only real way hexes could be fixed if they get added to the core game somehow. Maybe ever hex totem starts the game lit with some minor effect (+2.5% Sacrifice Speed while Hooked to make it closer to 60 seconds before cleansing or 2.5% wiggle speed reduction or something like that) that is present in every game. Survivors could choose to cleanse these but they aren't a priority and are a waste of time. However each hex totem that is up grants strength to the hexes; for example if you have 3 Hex totems up then Crowd Control still works, but once 3 are cleansed it deactivates, etc.It wouldn't fix it totally but the idea is to transition Hex totems from a high risk high reward RNG mechanic to an early game and a counter to gen-rushing survivors.

Not close enough for the survivors to hear his growling, will be close enough for a guaranteed hit by the time he's uncloaked on the oblivious survivor. It's easy to do and there's no counterplay.
