The Time Stones thing is silly. They're a much better in-universe reason for time travel than random, ordinary signposts. Remember, Rings aren't even actually a thing in the narrative. Gameplay mechanics can be really distinct in Sonic. Canonically, he could have easily just grabbed the stones and used those to travel to different times.
