If you are going 21 m per second and you activate a velocity skill, your target speed will go up to 24.35, but you cannot benefit from that until you finish accelerating up to that speed. With no skills your acceleration is about 0.4m/s2, so it will take you 8 seconds to reach that top speed, by which point the skills duration has already ended and you don't see any benefit from that skill at all.In other words, for about the first 5 to 10 seconds of late race, velocity skills don't do a damn thing.Now, there are two different kinds of speed boost. Target speed, which is 99% of the skills in the game, and current speed. Current speed skills not only raise your target speed, but also will give you an instant boost to your current speed for the stated amount without having to accelerate your way up. As such, they do work during the acceleration phase. I don't actually know of any buffs that give current speed. Debuffs on the other hand all use current speed. So if hesitant Pace chasers fires off, it will reduce all Pace chasers current speed by 0.15 and lower their target speed by 0.15 for the next 3 seconds.
