The gameplay is different because it's not focused on time attack, but the style is also different. Usually platformers just have you kill the cute little animals for no reason and you're not supposed to think about it because the developers clearly didn't either. The Sonic series is careful to have you destroy robots to free the cute little animals instead. It makes more sense in universe and gives the series a nice theme. The only real exception is Shadow's game, where you can kill humans, but that's explicitly not a Sonic game in style and I think that's mostly on the dark story paths anyway. Meanwhile here you just have Tails kill people while happy music plays lol. You're clearly not supposed to think about it from a worldbuilding point of view, or at the very least they're not literally dying like you'd assume from the animations

It's why people joke or headcanon about how this game must have been traumatizing for Tails or whatever, when in reality you're just not supposed to think about it that way, it's simply a visual indication that you won the challenge and defeated the enemy, and there is no further thought put into it. Which is fine, I enjoy the game all the same, it's a fun puzzle platformer, it's just that Sonic is usually more careful with these things
