Like Gunvolt's design isn't badguy coded at all, but it's still more intimidating than most of the G7, who look pretty approachable in anime design language. The only thing that signifies something wrong with them is their eyes (lack of highlights). Like if I were, without any context, to throw down GV, Copen, Zonda, Desna, Ghauri, Gibril, and Asroc, give them all the similar eye highlights (or lack of highlights), and ask people to pick out who were the villains, many people would pick out Copen and/or GV.It would be very interesting to me if Eden does show up in GV4, and some of them given eye highlights, like ATEMS. I feel like Desna should definitely have them. There is nothing really evil about her. Teseo might be another. Again, he doesn't really kill anyone. The worse he does is prank. You can trace INTI's tonal turnaround to that game. iX could be a little depressing, but for the most part, it felt like the deaths you were dealing, though tragic, were building a better world. In Gunvolt 2? These were very likable people if you read their stories and listened to their dramas. You stopped them from unleashing a wave that would empower adepts to rise up in global revolt. That's probably good, but at the same time, the world is not a better a place. You failed to save Joule, and everything feels like it's gotten shittier. Nothing actually feels resolved (ignore GV3's magically resolving everything), the biggest adept resistance group in the world is gone, and Xiao's plot was successful. It feels like you just traded all these lives for nothing. Like I said, there is only so much of that you can take before you stop caring.

Funniest backlore about Gibril and Desna were that they were both recycled from concepts for Quinn. Originally, Quinn was a redheaded rocker punk tomboy with golden eyes, then she was a head in the clouds long haired brunette who guided GV with her star-readings, before they settled on Quinn, because Tsuda wanted a normal person to contrast the outrageous personalities of the adepts. You can still see remnant of this in Quinn's design (the rings on her dress were originally meant to be "moons") even though she does no star readings or mystic shit at all.
