See what I don't get is how some spells are very similar but have very different cooldowns which impact how heroes are played. TB's meta has 80s downtime at max level, meanwhile DK's dragon form has 40s downtime

Very few carry heroes counter PL because by nature PL is an anti-carry pos 1, most rightclickers don't do very well against illusion spam for obvious reasons. At best most heroes enter a "I can't kill PL but PL can't kill me either" state, except that the stalemate still favors PL because he enjoys drawn out fights where he gets to hit buildings with illusions. Usually the responsibility of countering PL is left up to pos 2 or 3. If you really want to fuck over a PL pick though, there are a few options. Beastmaster Aghs is very good against PL, SF can easily outtempo PL (though his is vulnerable to PL later), Naga Siren has AoE damage on her illusions so you also do pretty well in a manfight. If you're confident in your Void you can also just try and Chrono the PL though sometimes you will waste it on an illusion. The hardest counter is still Medusa, though, by far. In the past PL countered dusa but now dusa counters PL hard. Just buy Mjoll + Aghs and watch as PL just can't approach the fight at all unless he wants to take 10x Maelstrom procs on his illusions. But then the issue is that Medusa is an even slower and more farm heavy hero than PL and he can just buy an early bloodthorn and go murder your team while you're farming.
