The new system is a psychological trick to get you to roll more often and therefore need to buy more pyro. Rolling 100 times on a random banner has no downsides, because the pity carries over if you do not get the banner girl in the 50/50. The old system was better for rolling 200 times as you'd likely get both girls in 200 pulls and now with the 50/50 you can get fucked. However, rolling 300 times is more advantageous than before whereas in the odm it was not. At 400 pulls there is no difference. The trick is to get players to roll 100 more often and pump you for 300 when you actually MUST have both girls in a banner.
