Bianca is fine as a character, her story arc is fine (though they would reuse it for multiple rivals in the future like Hop and even Hau to a degree), but she feels more like a friend than a rival. Cheren is more on the level, but his character flaw doesn't affect you in any way, and it's a really clichéd one with a clichéd answer, so it's not like you really care. The XY gang is friendly friends, they're the worst as rivals, with the best you get being Calem/Serena taking battling a bit more seriously. Hau is friendly, Gladion is standoffish but it's treated as more of a chuuni image thing. Hop has a good character arc (even though it's just Bianca's), but I feel like he's more Bede's rival than yours. Bede is an actually flawed rival who grows.
