Sometimes you want to have a few more basics than evolutions, so you have a better chance of drawing into them and getting a few set up early to increase your odds of evolving one or to prevent your opponent taking out your only one. Sometimes you only need to run one basic but you might run a couple copies of its evolution, because a Heavy Ball can pull your basic out of the prizes but not an evolution.Generally my decks keep an even ratio of basic-evolutions. But again, it entirely depends on what deck you're playing.
