Is there a tracker or a database somewhere I could like, list all the mons I'm missing and it'll point me towards which particular sets have high concentrations of those, or are those tools mostly only for specific sets in general?

There isn't a set, barring maybe MEW (151), that have every pokemon from a dex, and especially none that contain all from the national dex. (all pokemon)I don't exactly know what you're asking for. A card database? pkmncards for English sets. You can search by pokemon species and then just pick the cheapest. You're going to be buying singles to create a 'card dex', if by 'card dex' you mean a copy of every pokemon. Create a folder, put cards you want in it. And then order them from an online marketplace of your choice.

My local card store got such a small supply of Surging Sparks, and they have no Pokemon card packs or sets at all at the moment.
