If you get a really good starting hand with leaf, you don't even have to give palkia energy at all and can just use it as a meatshield while you get gyarados online one turn faster. Druddigon wasn't a particularly good stall option but now palkia can stall and do more
The only thing that will ever make stage 2s better is doubling the length of games and size of decks. The game is simply too fast for them.
