The first two choices are obviously super stupid, which is why France chose to just buy American E-2 Hawkeye. Every country has its own needs and desires, and thus they will never pool their talents and money together the way the USA can. We saw it with France dropping out the Tornado project, the Eurofighter project, and we're seeing it again right now with France and the UK doing their own sixth gen projects instead of working together.
