On the off-chance you're not trolling, and for the everyone else's benefit, the reason is that two stables who each had one foreigner have been merged into one. The stablemaster hasn't been allowed to recruit an extra one - and that's what the restriction is really about. The JSA doesn't want a repeat of the Tongan saga. One foreign recruit per stable helps ensure that the foreigner is immersed in Japanese language and cultural expectations, instead of stables becoming foreign cultural enclaves. However, it would be unfair if a more junior foreigner had to cut his career short and retire if his stable had to be merged with another one, so this allowance is built in to the rule - it isn't a special exception made for some people and not others.

I think one of the whole appeals of sumo is the fact that rikishi fight naked and you can see their body in whole display, how their muscles stretch and how the impact of their attacks is absorbed with their bare skin. A huge appeal of sumo for me is that nothing matters except who's the better wrestler. Size, technique, strength, all that matters is who's better.
