They seem to dub everything, even niche seasonal slop like Onimai or CGDCT shows like Bocchi. Is the German market actually that big, or is dubbing just significantly cheaper over there?

It only really started in the 90s with private broadcasters importing series via Italy and series like Sailor Moon getting broadcast. Most people wouldn't recognize 70s series Wickie, Biene Maja, Es war einmal das Leben, Captain Future, Heidi etc as anime. Big titles from the 80s like Golion or Bismarck were only released in the 90s based on the English edits.
