Nagato himself is probably the strongest non otsutsuki character shown in Shippuden outside of Naruto, Sasuke, Rinnegan Obito, Hashirama, and Madara. He beat the entire strongest village and almost the strongest character while having to divide up his powers and not use any non 6path jutsu. When it's all in one body and effectively used it's p unbeatable (even Sauce w a single one is almost a match for otsutsuki when he's actually using push/pull powers)
