I don't think the birdcage by itself was a bad idea, just it being tacked onto Doffy as another of his powers.Make it so it's a Doffy officer who can conjure it up but in exchange has to remain completely immobile to fully focus on it, then make it so the group of characters who just try to stall the cage now have the task of finding this one guy and knocking him out.

Birdcage could've been a giant sea stone cage. Doffy's a celestial dragon, he has ties to Kaido, part of the factory is already made of sea stone. Birdcage could be a special trap he can activate to lock in the entire island. Sea stone has still shown to be completely unbreakable too so it would be justified why everyone can't break it.
