Like what's already written in the comic, the sheriff doesn't come off unconvinced, but clearly isn't considering her an active threat. The other officer, like in the comic, can demand that she puts her hands up. Between Monica going quackers and the other officer actually treating the situation with the hostility it deserves, the sheriff shifts his focus in annoyance that it's becoming more heated than he thinks is necessary, giving Sam the opening she needs to turn the tables on them (maybe she leads them into the store to use the chekov's switch, or just kills them right there and then). I think the story can afford bringing in two officers instead of just the one, playing up Sam's resourcefulness and their incompetence to give her the upper hand without making the situation line up perfectly for her. Plus you get to keep the other officers alive for the next issue, possibly further displaying the behaviors that let things get this far in the first place.
