That's the cost.X-Men TAS was animated b Akom who couldn't even handle BTAS's designs (they were so bad Timm fired them), it never had a chance. Spider-Man was handled by TMS who are normally great, but the designs weren't ideal for animation and they stretched themselves way too thin trying to do 13 episodes a season. They were able to achieve their previous high quality by doing fewer episodes of any given series.
