Why did this movie have so many dick/butt jokes?
You know, it's pretty weird to think a bunch of OCs from a short lived cartoon SEGA was never going to canonise kept being used in a comic book for nearly 25 years, a comic that in turn pretty much only ended because a former writer sued over the copyright of other OCs. Really bizarre, right? Had Archie been better at making people sign contracts and/or keeping them, maybe characters like Sally Acorn would still be around and SEGA would still refuse to use them in any games.

I have no real opinion on Eugene - his character was never something that stuck out in the comics aside from his face (and he got a much bigger role in the show). Tulip was fairly different though I think they improved the character - she was a wet blanket in the comics. Cassidy was spot fucking on. They couldn't have cast him better. Jessie was pretty close, albeit a touch more tormented. Herr Starr was pretty accurate. Most of the characters I can think of off the top of my head matched the comic books pretty faithfully with maybe a few liberties taken here or there to make things work a bit better for television.
