Sam's entire motivation is blending into a small peaceful town where the idea of a serial killer living among them is unthinkable (something demonstrated many times throughout the story). The reason the "what if cozy children's storybook was a dark serial killer setting" works in this particular instance is because it reflects the outlook of the townspeople. At the start of the story everything is idyllic and peaceful, something even Sam appreciates (albeit for different reasons), and seeing that happy life get irreversibly poisoned ends up associating otherwise peaceful concepts with fear and sadness. I'd say this is also why the city looks remarkably more gritty despite sharing the same art style; the RS aesthetic needs a friendly happy town to really work out, and the story effectively tears down that image over time.
