Don't bother looking for logic from this series. This is a world in which apparently the guy in charge might get in major trouble and thrown out of office if people figure out he had a daughter from another woman, but no one would give a flying fuck to find out one of the government funded orphanages does piss all and just collects the money. Because being immoral is a big no-no, but being absolutely incompetent is no biggie.Don't even get me started on his official daughter who sees her sister literally locked away and never even tries to do anything about it, but totally cares. Like most things in the lore/plot, the creator had an idea and then tried to make sense of it later on.
