Stadia was pretty fast to launch. Additionally, there is no cloud only game as a service unless you count the io web game genre. If it takes you longer than 30 seconds to get to the main menu and longer than a minute to start playing, the game is probably bad. You don't have to believe me, just get a timer out and try it with the games you play. All the games that issues take longer than 30 seconds to reach the main menu.
