And it's not a coincidence that 2 of China's 3 major inventions were more or less by a sudden struck of luck, given they did systematize it after the discoveries of magnetic lodestones and gunpowder.

That said, intelligence definitely does help with the "informed" part. Intelligent people pick up on patterns faster, so they're going to refine the pool of ideas faster and achieve a faster result. But not always. Sometimes they get stuck, like the Chinese, or old people.
