Creativity is basically an executive behavior, not a quality of intelligence. It's why blacks, with exceedingly low IQ and still below average verbal IQ, can still write some good songs and make funny jokes and skits. They consume a lot of media and then they "sample" the media for ideas or just copy outright, and put them together in various different combinations until they find something that seems appealing. Or for a white example, David Smith, who discovered "The Hat" and solved the Einstein problem. He just tried countless patterns in software and with cardstock cutouts. Creativity comes out of informed doing, not purely intelligence.

Intelligence only pattern matches, whereas creativity requires finding more patterns and experimenting on them. The reason why the Chinese never got creative is simple: they got stuck in their own patterns, huffing their own farts for the better part of 2000 years. They imposed their own culture and ideas on their neighbors and eradicated most of the new ideas they came across or sneered at them. Westerners on the other hand observed and appreciated the world beyond just conquering it, although they did that too. For example, Rudolf Diesel was struck with inspiration after seeing a demonstration of a SE Asian fire piston and invented his diesel engine, given he was also informed on developments in combustion engines at the time. And it's not a coincidence that 2 of China's 3 major inventions were more or less by a sudden struck of luck, given they did systematize it after the discoveries of magnetic lodestones and gunpowder.

That said, intelligence definitely does help with the "informed" part. Intelligent people pick up on patterns faster, so they're going to refine the pool of ideas faster and achieve a faster result. But not always. Sometimes they get stuck, like the Chinese, or old people.
