There is a pretty simple practical way to define this.
Do not allow an objects to move faster than 1 pixel per frame. That's the absolute best you can do with sample&hold displays. If you go any faster you'll create more than 1 pixel's worth of motion blur.

crts work by drawing an image using an extremely bright, small dot, with the rest of the display near-black. the image is less drawn on the screen as it is drawn into your eye. your eyes have a tendency to hold that information (persistence of vision).
when you track a moving object, your eyes move in a smooth, continuous motion, /whether it's real or on a screen/. on a crt, the next frame is flashed into your eyes quite precisely where your eyes expect it to be during its' movement, this results in negligible motion blur. because the image exists primarily in your eye, the image moves with your eye. while an lcd/oled instead is continuously displaying the previous frame until a new frame is ready, this means your eyes are smoothly moving over a static image, blurring it.

i don't know if it was intentional or not, but the way crt's work happen to be a genius hack to make what appears to be continuous motion out of non-continuous images

Imo seems like your best bet is buying a modded PS4/5 controller with tmr sticks and stuff and then overclocking its Bluetooth connection polling rate to be 1000 or 2000hz. That's gonna be the minmaxxed wireless solution that still has good latency comparable to wired. Every other wireless controller has much higher latency than an overclocked PS4/5 controller

What I see is that people make a simple VM like the WebAssembly guys and it's portable and great and you can bootstrap your thing with it but eventually the language wants GC support or tail call support or whatever to simplify code generation or to not have to pop/push so much data you're slower than Python. Design applications around a kind of server/client model, where heads can be swapped on the main body easily, like many applications used to do (OpenERP anyone?), is the way to go.
