I think this is one of the few "negative" effects of the open society vs closed society. If Anglosphere (really American) were more restrictive in who accessed English speaking sites, you may not get a flood of non-Westerners on the same sites. This would require a huge restructuring on Western society though, particularly if being an open society is better than a closed society. Of course, I don't think the current landscape of globalized business would allow that. Encouraging more users to work on English-based sites drives more business, so allowing all types of entities on Western sites. Would American tech titans of give up world dominance because of nefarious groups? Doubt it. Google, Microsoft, Apple want to be household names from Mississippi to Bhutan to D.R.C. its not realized yet sure, but they don't want to miss the train.
