If we're talking VDSL (where the phone line is only <500m long, ending at a powered cabinet with fibre uplink) then it's still usable. You can get 80/20 with a short line, sometimes more with vectoring. Latency tends to be decent and predictable so it can be a better option than HFC cable depending on your needs.
Traditional DSL/ADSL (copper all the way to the exchange) is completely out of the question of course. If that's all you can get then you're better off with starlink.

Thankfully most areas of most countries have fairly advanced PON fibre rollouts by now.
