You poke the legs through the holes, and can bend the legs to hold a bunch of them in place so you can place a lot and then flip it and quickly solder all of them. Surface mount is possible to do by hand but kind of a pain in the ass, and is really optimized for machines. Humans could precisely set all the components with their ends in the little beads of pre-tinned or paste solder and then put it in an oven, but it's tedious and too easy to bump already placed components. You can also solder a lot of them with an iron, but that's a pain in the ass and only really done for repairs.
