This is entirely what's going on right now.
The U.S. MIC and government is scared out of their mind that a runaway ai powerhouse in the hands of a foreign government could shift the reliance on U.S. data centers. Its the same thing that happened with crypto when foreign markets started building cheap crypto mining centers in the middle of Eurasia but this has the potential to spread internationally with it's outreach. Its the same old game of pushing your products to the third world and cornering the market before the competition can get it's foot in the door. Look at all the foreign governments that desperately want to get into the american market purely for the purposes of crashing the economy. China wants to do that on an international scale with ai while America wants to strangle the foreign governments around the world for the same reason. This explains alot about whats going on in the news beyond even the ai tech front. AI well only increase the level of sophistication and complexity that these economic mechanisms are manipulated.
