Turns out bots ended up discovering port 53 plain UDP DNS and used my vps for a reflection attack which then, prompted the german government to mail hetzner, causing them to forward their mail, essentially saying "deal with it". Fair enough, ended up learning wtf a reflection attack is and just firewalled port 53 since I wasn't using plain dns anyway.
oh, also I forgot adding this but since you're going for an image board, you may want to look for bullet-proof hosts.It won't be cheap but it's either that or you gotta have a tight moderation for acceptable use policies for whatever host you're using
