You will need to ensure that her top is drawn. By default, the AI sees her top as a solid field of color from her neck to her waist. You have to tell it otherwise. What you really need, is a visual horizontal line to separate her chest from her midriff. It can help to specify that the top is "short" or "tattered" or "tied".
