The benefit comes from an increased likelihood of sequential data accesses being on different bank groups - it's faster for the controller to jump between groups than it is to access the same one repeatedly. The tricky part is that you have 16GB of physical memory with its own groups so the chance of getting those faster accesses is lower for that "section". I honestly don't know how much slower, if indeed it's slower at all in practice, so don't worry about it too much. I suspect the higher FCLK from running 3600 would make that option faster overall. Especially when your bandwidth-limited as will increasingly be the case as new games are developed for DDR5.tl;dr: 3600MT/s is probably a little bit faster but it doesn't really matter.
