So, after a lot of research, these are my 2 options for a 4070 super at MSRP

Supposedly to have better noise/temps than the other MSRP cards.

The easiest ones to use is the old dell optiplex 9010
You can stuff an i7-3770 in there and gtx 970 with a psu upgrade (no cable adapters needed) and good to go, all for about $200 max, you can play almost every game 50-60fps 1080p (settings vary) until 2019-2020 with this combo

If you can find newer used prebuilts, go for it, just take a good close look at its inside and see if it allows stuff to be changed and modified
For example the newer 9020 dell optiplex you can use a i7-4790 but you need an adapter for the psu to connect to the motherboard
For even newer optiplexes, you can't really change the psu
You'd have to cope with non-6pin gpus like the gtx 1650 or rx 6400

I think a lot of the difference generally comes down to principle that it's easier to get performance from fast cores than many cores (you can see this obviously in CPUs), especially at the low base resolutions games use on console. PS5 has fewer faster GPU cores, while XSX has more slower GPU cores. The Xbox bet was retarded considering games don't actually render at 4K

Thanks. In that case the answer is tricky. Basically you get a speed benefit from running "dual rank" i.e. 16 memory modules per channel. It's roughly equivalent to an extra 400MT/s so 3200 DR ~ 3600 SR. The benefit comes from an increased likelihood of sequential data accesses being on different bank groups - it's faster for the controller to jump between groups than it is to access the same one repeatedly. The tricky part is that you have 16GB of physical memory with its own groups so the chance of getting those faster accesses is lower for that "section". I honestly don't know how much slower, if indeed it's slower at all in practice, so don't worry about it too much. I suspect the higher FCLK from running 3600 would make that option faster overall. Especially when your bandwidth-limited as will increasingly be the case as new games are developed for DDR5.

tl;dr: 3600MT/s is probably a little bit faster but it doesn't really matter.

only problem is, the damn thing won't turn on. the PSU testing button spins up the fans, lights, and GPU just fine, but the /actual/ power button does nothing. no lights up front unless I force them via the PSU test.
the motherboard blinks on momentarily when the test button is initually pushed, then again when the button is released, but it doesn't blink or stay on in any other case.
my thoughts on the possible issue are

Its entirely normal. Heat is measured at the die which takes a while to reach your cooler because of the solder and heat spreader sitting on top of it. Direct die cooling gets rid of such temperature swings by doing away with those layers.

Unused RAM in Windows gets eaten up by random shit as cache and it only offloads it when it actually needs it. So 100GB of your 128 GB could be cached RAM. Upgrade to 256 and 200GB of your 256GB will then be used for cached RAM.
Again, Windows is shit and no amount of RAM will ever be enough for it.

I know I've done it before to add more RAM and all that, problem comes with me being way too lazy and poor to transfer everything to the new drive, I rather "copy"(I guess?) Windows and a few things from one to the other.
I know I have the whole internet but Im also mentally challenged (self-diagnosed).I thought I could get a NVMe m.2 to use externally and limited by the case speed to use it later fully when I build a gaming pc but I read that the drivers from HDD SATA wouldn't be compatible with that and it wouldnt work?

My old Define R4 is still rigid and works great. Of course that was made and bought in a time before acrylics/glass panels and mesh everything became the style, perhaps out of necessity as the GPU/CPU got too hot for traditional designs to handle. I personally still like thick metal boxes. Cases these days seem to operate under the philosophy of how much material can be removed from the integral structure of the enclosure and still have standoffs remaining to actually mount the motherboard to? Console exclusives were developed exclusively for a specific hardware and platform, developers used to optimize games specifically for consoles exotic architectures. It's a well known fact that hardware limitations are a good thing when it comes to video games, because it forces developers to be creative and optimize their work.
