You might want to warm up the CPU a bit by running Cinebench for 10 minutes or so to soften up the paste.
Detaching the CPU cooler's heatsink from the IHS can be easier with this step.
If the CPU doesn't have pins, twist the heatsink a bit before you attempt to pull it out.

Being able to change your BIOS setting in the OS is beyond stupid. Why? Because a malicious program can easily brick your computer by changing a simple value in your BIOS. It's possible to do it TEMPORARILY ie. Intel XTU, but it is very limited in what it can do. You are fucking retarded if you think people actually want this.

/g/ents, how the fuck do I connect this front panel cord to my motherboard? Apparently this manufacturer combined all of the little front panel cords into this one cord. The issue is that the port on my mobo doesn't secure the cord when I can plug it in. On top of that, the cord has 4 wires going to it but 9 pinholes. Why?
Motherboard is a B650 Aorus Elite AX and the case is a Lian Li LANCOOL 216 ATX Mid Tower.
Any ideas or am I gonna have to buy some kind of adapter?

From what I remember seeing a 5800X3D and 5950X are close to the same performance in most games, the X3D normally edging out a few frames. I think either would be a step up from the base 5800X, but like you said probably not as much as someone like me may initially think.

Upon closer inspection it appears my front panel cable has the wrong layout. Wires 6 and 8 are for the reset button and 5 and 7 are for the power button.
Meanwhile on the mobo these ports are reversed (pic related).
Do I have to buy some jumpers or can I manually switch the wires on this connector? Never ran into this issue before, weird shit.

Looks like cable and motherboard layouts are mirrored so case manual pins 5-7 are motherboard manual pins 6-8 and vice versa. if the plugged up pin is the motherboard pin 10 then the buttons will work.

yeah "safe" temperatures are different for different parts, for example NVMe drives can't hold up to nearly the same temperatures and those temperatures would likely already be too high for one.
But for most parts, by default you'll have thermal throttling, so while you'll lose some performance ,you shouldn't worry about your part being damaged unless you did something horribly wrong (like not install a cpu cooler or use a gpu where the fans don't spin) unless you turn off that thermal throttling yourself
Parts try to keep themselves alive, as you might have expected

Did you try different pcie slot? It could be any part but I think most likely are psu mobo CPU.
Unplug all your PSU cables on both ends and then plug them back in and try.
If no work and you have other PSU cables, especially for GPU, try swapping them and try.
If no work, switch pcie port for GPU and try
If no work, fuck with a single ram stick in every slot, try both sticks (unlikely to be issue imo)
If no work, take CPU out, inspect, if no flaws reseat and try.
If no work I would honestly just buy a new PSU if you can't borrow shit off a friend or go to a repair store.

4070ti Super should definitely cover you in all but the most demanding games
4070 super (non ti) might also be worth consideration. You might need to run some games at like medium or settle for like 110-120fps instead but for most games it should still handle high'ish settings 140fps.
Obviously as devs stop caring about performance more & more, in a few years, 4070 ti super will hold up better than the normal 4070 super, just thought I'd mention that I think 4070 super for now should serve you fine
