If I understand correctly, the American launcher is a compulsator powered linear induction motor, while the Chinese launcher is essentially a capacitor powered railgun. The American design uses AC power because the compulsator generates AC and the LIM consumes AC, while the Chinese design uses DC power because the capacitors store DC and the railgun consumes DC.
