A two second draw means you have at least gotten consistent with your grip and know how to draw without snagging on everything, and one shot every .5 seconds shows that you have acceptable trigger control and probably won't be pulling shots into the dirt if you get attacked. Realistically, even that's probably beyond the point of diminishing returns for carry, but if a person is going to carry a gun, they should at least put some goddamn effort into it.

As you get faster and smother, reduce the size of the target. If you have to shoot someone for real, you'll be doing a bill drill or similar.
