How do 700+ people die in a riot? That's the official figure but based on past crises I've seen groups say it is probably more like 3,000 then. For comparison, 19 people died in the 2020 riots and the US is 3.5 times more populous than Iran.

Since the Internet has been killed, there aren't too many images, but would this be from different sorts of crowd control equipment or worse crowds, or are they just shooting people? I seem to recall them shelling their own cities for a bit in 2022.

Second, how exactly would you "protect protestors" with air strikes? I don't understand how that would work.

It depends. Steel rebar comes in different grades, some are lower-carbon grain-agnostic and can elongate or deform a lot more at the cost of lower ultimate tensile strength (~280Mpa), they bend into eights or a knot without issues. The (roughly) 400Mpa tensile strength rebar that's most common on construction sites is a medium-carbon slightly grain-aligned version, it has a minimum cold bending radius allowed by code. Past that, high-carbon, highly grain-aligned stuff with >600Mpa >1000Mpa tensile strength has larger minimum cold bending radii, once you get past about 1500Mpa tensile they're usually made as twisted cable to retain the ability to bend.

Some limited radar and reconnaissance stuff. I love the fuck out of Crimson Skies, but blimps are trivial to rape in combat, even if you aren't using hydrogen as your gas.
Blimps are also rather sensitive to harsh weather, so you need to keep that thing on a tether and be mindful of your weather conditions.

Blimps are cool, but unfortunately not practical for a whole lot. You can't really fight much with them, you can't reasonably move a lot of cargo with the things, and they're pretty dubious for travel as well.

A padded coif and simple skull cap would protect the head and tough boots would protect the lower legs.
