If you just want to hear, then any program that can decompress a .rar file, (WinRAR, 7Zip, etc) and a program that can play .wav files, which you should already have if you're using any OS from the past 20 years.If you want to do more, like actual arranging or playing multiple things at once, you'll need a DAW or at least a basic audio editor, and that's more of a rabbit hole.
