remember pre wrc+ we had 20 some years when top class in theory consisted from 20-30 entries per rally (ofc in reality ⅔ of those were way slower than the top 6-8 cars usually). The FIA said that the parity will only last for a few years until there is enough wrc27 rally1s to field a separate class.
