Wheldon and wilson's deaths meant the car had to be a lot safer, and the field size needed to increase. Those things have happened and there is a new TV deal so maybe now we will see progress. Being on Fox instead of ABC and CBS didn't meaningfully if at all expand NASCAR's exposure (even all the now dead NASCAR programming on SPEED/FS1 was just a replacement for ESPN and TNN shows like RPM 2night and Inside NASCAR) and not a cent of what the networks pay in those TV deals goes to anyone but the France family. It's hit or miss like every other series. The last Indy oval was pretty weak x2.
It is by no means a bad series, but it isn't perfect either and people will take any excuses to pick it apart. At the end of the day it is still a pretty damn good series. Yes Penske and Ganassi have their shit dialed in, but it isn't like Andretti and McLaren are genuinely uncompetitive and AJ Foyt and Juncos Hollinger both have some wild cards that can turn in fast laps and occasionally threaten to put together a a decent rcae. Also, Prema likely didn't say >Wow, what a terrible and uncompetitive series, let's go lose there.
