Regardless, not all D/Js are created equal, and also the YDC/NSK doesn't have consistent leadership through the decades. In the 80s, YDC members said a foreigner could never be yokozuna - in '93, they voted one in. In the wake of Futahaguro, the YDC/NSK said they didn't care about the 'equivalent/runner-up' provision and that they would only accept back-to-back yusho for yokozuna promotion; 20 years on, Kakuryu and Kisenosato and Terunofuji broke through that.

My point is that the most recent examples we have seen indicate that a sufficiently high-level J/D is the same as a Y (only valid for 1Y not both) to the current people in power.

I literally had the image of the last JY-Ys that led to promotions as my image. The point is they didn't lower standards just to get a yokozuna. Those 3 promotions all happened when there were still yokozuna on the banzuke. People made the same arguments for promoting Keisho when he went last went JY-Y. "Teru's going to intai any day now so they're definitely giving Keisho the rope!" And guess what, nothing fucking happened.

Jun-yusho =/= yusho equivalent. While there's no hard and fast rules for determining what a yusho equivalent is, we know it has to be a damn exceptional run. Going by past precedent, nothing Kotozakura could do this basho would qualify for yokozuna promotion short of winning the cup.
