Pitchers aren't always on their best game or throwing their best stuff, but this strategy is too rigid to account for that and too limiting to adapt successfully. As a fun sidenote I have messed around with things somewhat like this is OOTP, like running a 4 man rotation and pitching each starter less (I have an older version that doesn't properly account for openers so true bullpen games aren't viable). Its fun but usually requires a mop up guy that can just eat innings when you're down even if he's not any good.
